While Web services
were solely for the technical community, all that was needed was the IDDU standard registry.
This is no different than the observed behavior of database administrator??™s (DBA) resistance
to the metadata repository. They simply prefer the low-level technology tools they are accustomed
to. As the body of knowledge and utility of Web services continues to expand,
the more complex and service-based repository is needed. Unfortunately, the simple act of
having a repository available does not guarantee success, which is why a maturity model is
needed. The following section describes the role of the repository and the additional elements
required in order to guarantee success in the transition to a Web-enabled environment.
Governance.by.Maturity.Model
In order to define the processes for architecture governance, we must first define a maturity
model for the progression of metadata integration. Maturity models are simple classifications
of how well an organization adheres to a defined set of standards. In 1986, the Software
Engineering Institute (SEI), with assistance from the Mitre Corporation, began developing
a process maturity framework that would help organizations improve their software process.
