the base value. Clearly, this can be extended to a numerical ranking which could extend
the utility of the model as a metric type dashboard. However, this chapter will utilize the
simple domain in order to provide a clearer picture of how the model can be utilized in a
large-scale organization.

Program Basics
The program basics review the three major support components of a metadata implementation.
By support, we mean the different organizations that need to understand the importance of
having an integrated metadata architecture. Some of these organizations include: the support
of senior management, a support organization for the products and services, and the
architecture support for enterprise governance.
Senior management commitment is required for any project requiring the resources and
commitment from the technology community. Projects often fail because their sponsors have
under-emphasized or have simply been unable to obtain senior management commitment.
