This process can be conducted using a negotiation
protocol or/and with the involvement of a third party negotiator. The negotiation is ended
by an agreement or a disagreement on the QoS that the Web services might support. If an
agreement is reached, a QoS contract is signed between concerned parties. The contract
specifies what the provider should deliver, the guaranteed QoS, and the cost.
Web Services QoS Binding
After the negotiation is finished and the QoS contract is signed between the user and the
provider of Web services, the user can invoke the requested Web services with the QoS
agreed upon. The invocation operation is achieved using binding information described in
WSDL.

Web Services QoS Monitoring
QoS monitoring for Web services is an important management activity which is required to
sustain the contracted QoS and to support other management activities such as QoS adaptation,
QoS policing, and QoS renegotiation.
